How long are you required to wait before you call the cops on your loud, rude, and ignorant neighbors?

You can’t choose your neighbors. But you can choose your neighborhood. It is unfortunate that even so called “good neighborhoods” can still have some loud, rude and ignorant people.
I have a neighbor that screams at everyone on a regular basis. She frequently screams at her significant other. She screams at her kid at least 2–3 times a week who then cries loudly. She angrily slams doors almost every day. That annoying ankle biter dog she has barks like his life depends on it at the drop of a hat, then cries for hours when the asshole neighbor leaves.
How do I know this? Because I can hear it. ALL OF IT.
I try to mind my business but screaming at a child that frequently borders on child abuse. I shouldn’t try to tell someone how to raise their child but — damn even I’m sick of hearing her scream. I’m pretty sure the kid hates it too. I have decided not to call DHS — for now.
